Overall Responsibility 

The Regional Investigation Officer 2 is responsible for working collaboratively with internal and external stakeholders, the incumbent undertakes investigations of alleged misconduct or violations of ICRC internal policies and procedures, ensuring best practices.

Tasks and responsibilities

under the direct supervision of the regional investigation manager or designate, the incumbent is responsible for the following duties:

  • Prioritize follow-up primarily based totally on commands from Head of the Investigation Unit or Designate.
  • Support oversight and steering of Inquiry led instances.
  • Plans, organizes, conducts and manages investigations of alleged misconduct or alleged violations of ICRC inner guidelines and procedures.
  • Obtains and evaluate applicable documentation; plan and behavior interviews and take statements; examine facts, decide findings, and formulate encouraged disciplinary and jurisdictional actions; accumulate and examine digital evidence.
  • Determine whether or not topics contain capacity fraud, corruption or different unlawful or crook behavior warranting referral to country wide authorities.
  • Prepare entire and concise research reviews and behavior post-research tasks.
  • As informed via way of means of the Head of Investigations or Designate, put together instances for submission to the inner justice gadget and/or referral to applicable country wide jurisdictions and help the case supervisor withinside the triage process.

Minimum Requirements and competencies

  • University degree law, law enforcement background or other relevant subject and/or professional certifications in recognized institutions (e.g. ACFE/CFE)
  • Fluent command of French oral and written.
  • English at B2 Level.
  • Proficient in Microsoft Office Suite.
  • Minimum 6 – 8 years’ practical experience of investigations and investigatory procedures.
  • Documented expertise in investigation techniques, particularly where conduct also may have criminal implications that could result in prosecution before local courts.
  • Documented knowledge of legal, procedural and evidentiary standards.
  • Documented experience in conducting administrative investigations, Sexual Exploitation and Abuse, Harrassment.
  • Documented knowledge of legal, procedural and evidentiary standards of International Organizations.
  • Proven ability to design processes and draft implementing policies/procedures related to internal sanctions.
  • Resourcefulness, initiative, maturity and judgement, honesty and integrity.
  • Strong drafting, report writing and case management skills.
  • Willing to travel and conduct investigations in remote, hardship and physically challenging environments.
