Panagora launched the Localize Global Health Security (LGHS) project in October 2023. This global project, funded by the United States Agency for International Development (USAID), works with local partners in priority USAID global health security (GHS) countries to address critical health security gaps at the sub national level. LGHS will strengthen GHS capabilities as defined in the priority countries’ national health security action plans, contributing to their Global Health Security Agenda 2024 targets. LGHS will do this by establishing and managing a flexible grants program that finances local entities to address sub national gaps in various sectors related to global health security (i.e. Risk Communication, Social Behavior Change, Community Engagement, Antimicrobial Resistance (AMR), and Community Based Zoonotic Disease Surveillance).
Position Description
The important goals to be performed thru this panorama evaluation include:

For each country, the LGHS OD Specialist will:

Qualifications
- Master’s degree with eight (8+) years of relevant work experience or bachelor’s degree with at least twelve (12+) years of work experience.
- Other local education and experience: Equivalent combination of education and experience as bachelor’s and
- 12 years of experience in areas such as project management, social work, public health, business administration, education, capacity and organizational development or other related areas.
- Proven technical expertise and experience leading Capacity Development assessment, planning, implementation and monitoring with local partners.
- Excellent facilitation and coaching skills in a variety of aspects of organizational development.
- Experience in the development of organizational capacities in systems strengthening, economics, service delivery, quality improvement, and policy development.
- Experience in community-based capacity building projects, including experience in community mobilization and civil society development and USG grant management processes.
- Must speak fluent French and have minimal working proficiency in English (English fluency is a plus)
