Overview of the functions of the post
Under the joint authority of the Assistant Director-General for Education (ADG/ED), the functional authority of the Director of UNESCO’s Multidisciplinary Regional Office in Dakar and the Director of the Education Sector, as well as the direct supervision of Head of SDG4. The incumbent planning and monitoring team will support education policy oversight, education analysis and planning related to SDG4 and educational transitions. More specifically, the incumbent:
Programme Design and Management:
- Assist in coordination, planning, monitoring, and implementation of the Bureau’s SDG4 planning and monitoring program, with a focus on education policy monitoring, policy analysis, and education planning, as well as educational transformation
- Assist in the development, support and monitoring of programs and strategies related to Sustainable Development Goal 4 (SDG4-Education 2030), the United Nations
- Development Assistance Framework (UNDAF) and documents UNESCO’s National Strategic Policy (UCS), with an integrated approach in the areas of education policy, analysis, planning and management.
Long Description
Policy Advice and Technical Assistance:
- Initiate and develop policy advice, methodological tools and technical assistance to the Ministry of Education and other key stakeholders to implement regional and national program activities, particularly in the area of analyze, plan, and monitor education policies related to education transition and SDG4.
- Develop, implement and monitor research activities, technical assistance projects, capacity development programs and related funding proposals on technical and policy issues related to systems analysis. education system, education planning, monitoring educational policies related to education transition and SDG4.
- Support Member States to prepare sector assessments by building capacity and working towards enhanced policy dialogue and monitoring of education policies, while ensuring UNESCO’s participation in sector assessments This.
- Support Member States in the GPE issuance process.
Knowledge Management:
- Develop the knowledge base and implement dissemination strategies, aimed at expanding and communicating UNESCO’s programs on SDG4 monitoring (regional SDG4 coordination group for West and Central Africa) and on education transformation.
- Mobilize and network, in collaboration with UNESCO’s specialized institutes (in particular IIEP, UIL, UIS, IBE, IICBA), national, regional and international partners, including in the context of the Regional Coordination Group on SDG 4 – Education 2030.
- Manage and participate in the production of knowledge on the monitoring of education policies in Africa, in particular in the context of the monitoring reports on the continental education strategy for Africa and on SDG4.

Required qualifications
Education
- Advanced university degree (Master’s or equivalent) in education policy, economics, public policies, or related fields.
- Advanced training in economics, statistical analysis or planning.
Work Experience
- A minimum of 4 years of professional experience in the field of analysis, planning and monitoring of educational policies, preferably 2 years achieved at the international level.
- Experience in policy support and capacity development in systems analysis, planning, monitoring, resource forecasting and educational information management.
- Experience in conducting quantitative and qualitative surveys and analyzes to collect data.
Skills & Competencies
- Analytical skills and the ability to collect, synthesize, and analyze quantitative and qualitative data from a variety of sources.
- Proven ability to identify emerging development trends and educational needs.
- Ability to provide expert advice to policymakers. Excellent coordination, organization and planning skills.

Languages
