IsDB hiring a Project Management Specialist

Job Purpose

Under the supervision of the Country Operations Manager, conduct due diligence of the bank’s technical assistance operations, supervise technical assistance day-to-day management activities, and carry out development project day-to-day management activities. Leads project teams within approved cost, punctuality, and quality boundaries to effectively carry out the Bank’s mission to support economic development in relevant member and non-member countries.

Responsible for ongoing communication, monitoring and implementation support between the project management department and the implementing agency. Oversee project contract management and resources. Produce implementation reports to bank management and proactively troubleshoot project implementation issues. In addition, we support project preparation and evaluation, portfolio quality review, procurement review, and disbursement processes. Contribute to the knowledge management agenda by identifying lessons learned from the project. 

Key Accountabilities

Project Appraisal:

  • Work with the CPO’s relevant departmental teams to further refine and enhance the project evaluation documentation before submission to the Board of Directors for approval.
  • Providing technical and professional support to operations team leaders in the preparation of project evaluations and full due diligence of technical, financial, procurement, institutional, economic, social and environmental aspects of project proposals and ensure adherence to operational manuals and projects. applicable bank policies/procedures;

Project Implementation and Monitoring:

  • Coordinate all aspects of project implementation with the relevant operations team leaders to ensure the project is completed in accordance with the project charter/plan. Lead regular project implementation reviews and support reports for each project in the portfolio, ensuring that implementation issues and recommended actions are documented for reference to ensure smooth execution .
  • Maintain relevant, current and accurate project information and key records in the bank’s business management system.
  • Assess the Bank’s performance of its authorized operations and provide feedback/recommendations on the Bank’s position to relevant authorities/stakeholders.
  • We help maintain project execution plans to ensure continuous monitoring of project progress, proactive identification of issues, and recommendation and implementation of action plans to resolve issues in a timely manner.
  • It reviews the implementation quality and progress of the Bank’s approved work and makes recommendations for improvement to relevant authorities/stakeholders.
  • Provided information to procurement and financial management staff to ensure procurement of materials and disbursement of project funds were in line with Bank policy.
  • Monitor project contracting and financial management activities and make recommendations to relevant authorities/stakeholders on the bank’s position

Project Closure and Review:

  • Provide inputs to the Task Team Leader in the development of project completion reports, at the completion of each project
  • Compile inputs for the Sectoral Teams in CPO ensuring lessons learnt during the project implementation are recorded as reference for the future projects.

General Project Management:

  • Provide inputs to Operations Team Leader during the operational cycle of the projects to ensure necessary operational policies and procedures are followed and improvements suggested are being implemented.
  • Support Operations Team Leader in engaging external expertise according to the bank’s procurement policy, to complement internal resources, ensuring quality project due diligence, implementation and lessons mining.

Academic and professional qualifications

  • Bachelor’s degree in Engineering.
  • Additional qualification or certification in Project Management like PMP would be desirable.
  • Minimum 5 years of experience in project management, preferably in the development sector.
