Position Description
RTI is seeking off-grid energy experts for its upcoming Empower West Africa (EWA) activity. Off-grid energy experts assist the President of the Party (COP) and Senior Technical Leaders to provide technical guidance and leadership for the project to ensure that project activities meet the expectations of USAID and other stakeholders. be responsible for
Depending on the needs of the project, this position will be based in one of the above priority countries. Frequent travel across West Africa is expected to support off-grid activities. This position is subordinate to the party leader. Positions are determined by awards and funding.
Responsibilities
- Design and direct the planning and execution of off-grid activities, including management of employees, STTA consultants, and subcontractors. Develop and maintain effective professional relationships with management, relevant government officials, donors, private sector entities, and other key public and private stakeholders to utilize resources and ensure coordination. - Provide advisory support to enhance EWA’s operational and administrative efficiency, including but not limited to business planning, process improvement, cost recovery, customer service, utility workforce management and capacity development. Lead loss reduction efforts by establishing energy accounting processes, optimizing monthly business cycles, supporting revenue assurance departments, reducing business losses, and managing/reporting outages.
- Responsible for supporting policy, legal and regulatory frameworks to create favorable conditions for private sector participation and investment in the off-grid segment.
- Acts as an off-grid technical expert for EWA activities and leads the necessary work plans and technical deliverables. Identify opportunities and challenges for accelerating the deployment of off-grid technologies and financial instruments in the West African energy sector.
- Conduct investment analysis and financial modeling to accelerate the deployment of advanced off-grid his technology.
- Conduct capacity building training and workshops for developers, policy makers, government officials and regulators.
Qualifications
- Bachelor’s degree and 15 years’ experience or Master’s degree and 12 years’ experience.
- Proven experience working effectively in the government energy sector.
- Experience in the West African energy sector is highly recommended.
- Prior implementation and coordination of USG or other donor programs is desirable.
- Demonstrated understanding of commercial, technical, operational and regulatory aspects of the off-grid segment including financing, procurement, donor coordination, technology development and integration.
- Experience with smart grid and smart metering systems.
- Candidates should combine excellent managerial, managerial and technical experience with communication skills.
- Knowledge of English is required.
- Knowledge or good knowledge of French is an advantage.
- Ability to work and travel throughout West Africa.
