Key Responsibilities

Required Qualifications
- Bachelor’s degree in evaluation research, statistics, data analytics, or a related discipline required; master’s degree preferred
- Minimum eight years of experience designing and implementing MEL strategies with a focus on resilience indicators for large or similar donor-funded programs in developing countries.
- Experience in Senegal Coastal management context is highly preferred
- Prior experience working on USAID projects required. Proven track record of developing and managing USAID-compliant MEL plans and experience with CLA and adaptive learning approaches
- Technical expertise in program monitoring and evaluation using mixed methods, preferably with experience in developing remote monitoring plans and context monitoring plans and indicators
- Experience in utilizing digital solutions for data collection and analysis preferred (e.g. phone/video partners meetings, mobile phone surveys/feedback mechanisms, virtual site visits, virtual internal DQA, GIS/remote sensing monitoring, etc.)
- Experience working in a leadership role and engaging with a diverse set of stakeholders
- Strong communicator, excellent verbal communication and writing skills.
- Demonstrated leadership, versatility, and integrity
- English and French written and spoken proficiency required
