Context
Irregular migration along the Mediterranean route remains to be increasingly dangerous for migrants. Crossing the Mediterranean is by far the deadliest route, with over 26,924 missing migrants recorded since 2014 in addition to those who perish along the desert. In addition, migrants are exposed to various forms of violence, abuse and exploitation, including trafficking in persons, during their migration journey and end up with varying physical and mental health issues and worsened economic status.
To address these issues, IOM and member states have collaborated on migration management, focusing on enhancing protection, combatting irregular migration and human trafficking while promoting regular, safe and orderly migration. With support from the European Union (EU), IOM has developed targeted interventions in 16 countries (Burkina Faso, Cameroon, Chad, Côte d`Ivoire, Ethiopia, Ghana, Guinea, Mali, Mauritania, Niger, Nigeria, Senegal, Sierra Leone, Somalia, Sudan and The Gambia) to protect the safety, dignity and rights of migrants along this important and dangerous migration route and to help in improving the reintegration of returnees through an innovative approach.
This includes protection and assistance to vulnerable and stranded migrants, search and rescue assistance, identification, referral, providing direct assistance through direct assistance to vulnerable migrants, supporting voluntary repatriation, sustaining It is achieved through different types of interventions, including support for possible social reintegration.
Under the overall supervision of the Senior Resource Management Officer (SRMO). MPRR-SSA Regional Finance and Budget Officers also provide direct oversight in cooperation with relevant departments at Headquarters and the Administrative Center.
The successful candidate will be primarily responsible for providing procurement and logistical support functions for her MPRR project at a regional office.
Core Functions / Responsibilities
Procurement
- Review and process all online purchase requests, orders, OIPAs, etc. related to the MPRR project.
- Make sure you have all the required information and follow the Purchase Authorization Matrix and other office instructions to obtain any additional information required.
- Based on the program-level work plan, we work closely with relevant department heads to assist in the development of program procurement plans.
- Empower managers to make more complex, higher-value purchases.
- Prepare bid documents and obtain offers and cost estimates as required.
- Create an offer analysis summary and share it with the requesting entity. Participate in the evaluation process and provide technical input. Once the purchase is approved, we review the terms and conditions with the selected supplier, prepare relevant documentation (purchase order, contract, etc.) and coordinate any necessary approvals.
- Monitor the status of open promises, including country level, and track on-time delivery of goods and services.
- Coordinate with the receiving department at the time of delivery to ensure a satisfactory delivery note.
- Oversees assets and assists country offices in implementing his MPRR in asset management, reporting and maintenance. Review supplier invoices, prepare payment requests and coordinate with finance to pay suppliers/service providers on time.
- Create and maintain physical and electronic records of all documents throughout the procurement cycle in accordance with IOM instructions and procedures.
- It retrieves, displays and analyzes information from your system and creates regular reports highlighting issues that require your attention.
- Assisting Senegal CO’s Procurement and Logistics Department in conducting market research to identify potential new suppliers/service providers.
- Participate in quality, price and service evaluations with the best interests of the organization in mind.
- Track all contractual agreements and notify affected parties of extensions in a timely manner.
- Oversees office supplies and services, prepares bills as required, and coordinates with the finance department to pay utility bills.
- Provide briefings and technical guidance on procurement-related instructions and procedures to all office staff.
Logistics
Perform logistics tasks related to workshops, seminars, activities of the MPRR programme; including vehicle coordination.
General
- Provide training and mentoring to new/professional staff within the unit.
- Perform other tasks as needed.
Required Qualifications and Experience
Education
- Bachelor’s degree in Business Administration, Accounting, Logistics, Supply Chain Management or related field from an accredited academic institution and 3 years of related work experience. or
- Having a university degree in the above fields and 5 years of her relevant work experience.
- Purchasing, logistics or supply chain management certifications are an advantage.
Experience
- Experience in procurement and logistics, and working with suppliers and service providers.
- Experience in asset management processes.
- Experience working with IOM/UN procurement and logistics rules and procedures is an advantage.
- Experience in an international organization would be an advantage.
Skills

Languages
