UN Women hiring Monitoring and Reporting Specialist.
Duties and responsibilities
1. Provide guidance and technical support to the country offices and regional office in incorporating monitoring and reporting into programme formulation
- Provides quality assurance of program documentation by reviewing outcome frameworks to meet SMART criteria.
- Manage the development of monitoring indicators, monitoring calendars, site monitoring plans and quality assurance processes. Ensure that relevant assessment findings, conclusions and recommendations are incorporated into program development.
- Coordinates monitoring, review and reporting of annual work plan and RO budget inputs to RMS.
- Ensure linkages between the Annual Work Program (AWP) and the corresponding Monitoring, Evaluation and Research Program (MERP) and the United Nations Strategic
- Program on Women.
- Provide technical support and provide input to mid-term and annual reviews of annual work plans and strategy notes.
- Provides strategic guidance to partners/CO/ROs in developing performance monitoring frameworks (PMFs) and baseline studies.
- Advise country offices on termination of donor agreements and program cooperation agreements.
- Develop the ability of regional and national staff and implementation partners to understand the concepts and techniques of results-based management (RBM).
- Ensure adequate funding for monitoring, evaluation and reporting at the national/regional level.
2. Provide technical guidance to the Country Offices and Regional Office and oversee monitoring and tracking of results against country/ regional level targets and UN Women Strategic Plan as well as budgets
- Ensure that data collection and analysis from field visits is coordinated and standardized across the program.
- Provides coordination and quality assurance and ensures that the CO and RO comply with the company’s AWP monitoring requirements such as: B. Correct entry into the Results
- Management System (RMS).
- Country/partner visits to support results monitoring, planning processes and delivery rates.
- Performs financial report reviews and liaises with operations based on contractual obligations.
- Monitor regional and national budgets, identify resource imbalances and accelerate national remediation.
- Coordinate monthly review of RO budget and make recommendations to senior management. Assist in coordinating mid-term budget evaluations.
- Develop a CO monitoring, evaluation and research plan.
3. Oversee reporting of results to Senior Management
- Coordinating country offices and providing technical guidance to meet internal reporting requirements and deadlines, including the annual reporting process.
- Provides a quality assessment (both narrative and financial). Ensure that relevant evaluation results, conclusions and recommendations are included in program reports.
- Review progress reports submitted by country offices/partners and provide feedback to improve report quality and timeliness.
- Ensure data availability (including collection and maintenance) for national, regional and global company reports, mid-term reviews and final evaluations.
4. Provide technical support to donor reporting
- Maintain regional donor contract management systems and ensure country offices upload accurate data and documentation.
- We provide technical support and ensure the quality of results-oriented narrative reports for donors.
- Work with corporate finance department to prepare financial reports and submit them to donors in a timely manner.
- Tracks the use of donor funds, alerts program staff to request pro bono extensions as needed, and works closely with focus area monitoring and reporting.
5. Contribute to knowledge building and capacity building
- Identify and disseminate best practices, lessons learned, and knowledge. Determined through program implementation, monitoring and evaluation activities.
- Develop development tools such as training materials and packages.
- Manage development opportunities for regional staff and partners in the areas of results-based management (RBM), monitoring and evaluation.
- Promote awareness and understanding of shared responsibility for monitoring and reporting among all employees through communication, training, learning and development activities.
Job requirements
Education and certification:
- Master’s Degree (or equivalent) in Political Science or Social Sciences, Economics, International Development Studies, Gender/Women Studies. An advanced university degree in monitoring and results-based management would be an advantage.
- A combination of her first university degree and her additional two years of qualifying experience will be accepted in lieu of a high school degree.
- Earning a project/program management certification (PMP®, PRINCE2®, MSP®, etc.) will give you an added advantage.
Experience:
- At least 5 years of responsible progressive experience in monitoring and reporting of development projects/programs at national or international level.
- Experience in the United Nations system preferred.
- Field experience preferred.
Language Requirements:
- Fluency English and French is required.
- Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
