The WFP West Africa Region stretches along the coast from Mauritania to Chad and from Cameroon to Senegal. It has the highest linguistic and geographic diversity and the most diverse natural resources compared to the rest of the continent. The background of humanitarian development in this subregion is also very diverse. In the Sahel region, risk is the new normal, conflict is on the rise and weather-related disasters are on the rise. Coastal states show better socioeconomic indicators and promise some stability. The Dakar Regional Office (RBD) provides policy guidance, technical assistance and oversight for activities in 19 countries in West Africa where WFP’s efforts are helping to end hunger and malnutrition. In the region, WFP pursues an integrated regional strategy based on a dual mandate and underpinned by a strong and diverse toolbox of activities.

Job purpose

This regional list is used to search for vacancies in that region’s Human Resources Department, Regional Offices (RB), and 19 Country Offices (CO).

She is expected to provide professional, client-focused HR services and work with managers to implement HR solutions aligned with her WFP’s business priorities.

Key accountabilities (not all-inclusive, within delegated authority):

Depending on the specific TOR of the task, consultants are expected to undertake some of the following activities (consultants may not have expertise in all of these roles):

  • Talent Acquisition (Sourcing)
  • talent management
  • Personnel affairs
  • Emergency personnel support
  • Analysis of learning needs
  • ability development
  • Strategic personnel planning and organizational adjustment
  • Diversity and inclusion
  • employee engagement
  • personal performance management
  • Personnel information system
  • HR project

Standard minimum required qualifications

This roster intends to cover a wide range of levels of HR expertise.

Experience: Minimum years of relevant professional experience:

Junior Consultancy

    • Level 1: 0 to 1 year of relevant professional experience.

    • Level 2: 1 to 2 years of relevant professional experience.

    • Level 3: 2 to 3 years of relevant professional experience.

Regular Consultancy

    • Level I Consultancy: Three years of relevant post-graduate professional experience.

    • Level II Consultancy: Five to ten years of relevant post-graduate professional experience.

Education: Advanced university degree in Human ressources Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or training courses.

Languages: Fluency (level C) in English language and at least an intermediate knowledge (level B) in French (as the region is mostly French speaking)

Desired experiences

    • Broad or specific knowledge of HR best practices, methods and processes with some understanding of basic theoretical background.
    • Ability to analyze data, draw conclusions, and recommend courses of action.
    • Good communication skills are required to give and receive information and to work with different people.
    • Ability to establish and maintain effective relationships with customers and provide customer-focused services.
    • Ability to identify client needs and combine them with appropriate solutions. 
    • The knowledge or ability to quickly become familiar with a particular process or system.
    • Willingness and availability to travel.
