Job Purpose:
Under the supervision of the Country Operations Manager, manage a portfolio of projects and TAs in specific sectors (Education/Healthcare/Urban Development/Water) within approved cost, schedule and quality to support the society. Ensures efficient implementation of the Bank’s mission. We contribute to the economic development of each member country. Supervise the project manager to guide the day-to-day technical implementation of the project and provide approval for tasks. Performed project evaluations, carried out portfolio quality reviews, produced clear project progress reports and PIASRs, contributed to the release of tender documents and contracts related to the implementation of approved projects, and resolved portfolio risk issues. Actively mitigate. We provide technical support and involvement in shaping Bank strategy, focusing on specific sectors in the target region, including involvement in MCPS, analytical work, and programming. Contributes to the bank’s operational, financial, procurement policies and guidelines, and knowledge management issues.
Key Accountabilities:
Project Appraisal:
- Lead the preparation of project evaluation to ensure that technical, economic, social, financial, procurement, institutional and environmental aspects of the project proposal are comprehensively covered and aligned with the Bank’s operational manual and applicable policies/procedures.
- Make sure that it is correct. Seek input from CPO functional teams to further refine and improve the project evaluation document before submitting it for board approval.
- Ensure that changes identified during project evaluation are incorporated into all relevant documentation to adjust project design and approach before the project is submitted for board approval .
Project Approval:
- Follow the IDB Disclosure Policy to track the approval status of projects and notify relevant contacts in member countries.
Project Implementation and Monitoring:
- Coordinate with each CPO department head to obtain technical support for all aspects of the entire project lifecycle.
- Maintain project plans to continuously monitor project progress, proactively identify issues, and implement action plans to resolve issues in a timely manner.
- Collaborates with the Operational Quality and Results department throughout the project operations cycle to ensure required operational policies and procedures are followed and improvement recommendations are implemented.
- Reviews expenditure requests and notifies country management of authorization status to ensure timely resolution of procurement and other related issues and minimize cumulative accrued obligations (CuC).
Project Closure and Review:
- Contributes to the preparation of the project completion report upon completion of each project and ensures that all elements of the project charter are included in the report.
- Provides input to the CPO’s sector team and ensures that issues and issues encountered, corrective actions taken, and lessons learned are well documented for reference in future projects.
- Provides necessary information to the Portfolio Effectiveness Unit at the end of the project portfolio cycle to ensure portfolio development effectiveness objectives are achieved.
Academic and Professional Qualifications:
- Bachelor’s degree in Education/Energy/Food Security/Healthcare/Rural Development/Transportation/Water Management/Economics/Engineering or related field.
- A master’s degree is preferred.
- Obtaining additional qualifications or certifications in project management, such as PMP, is highly desirable.
- Minimum of 8 years of experience with a bachelor’s degree in a development field and 6 years of experience with a master’s degree (of which 5 years in a specific field).
