Job purpose

The Head of Program and Impact (HoPI) has overall responsibility for the management of country programs to ensure program quality, strategic development, and achievement of the OCS. Supports Oxfam’s impact at local, regional, continental and global levels by ensuring programs are aligned with key strategic objectives and program standards. This role ensures that the promotion of youth and women’s rights is at the heart of all Oxfam’s work in Senegal.
The impact of this contribution is particularly visible domestically. This role primarily consists of providing technical guidance and leadership to managers and program teams.

The implications for program effectiveness and quality are far-reaching. Under/over budget, internal efficiency, legal implications. On behalf of the Country Director, this position provides external representation on behalf of Oxfam. Fostering connections within the development aid sector as well as with civil society, the private sector, governments and other partners.

Key responsibilities

Strategic management and thought leadership

  • Under the Country Director’s leadership, lead program strategy development using a One Program approach to ensure a strong gender perspective and MEL across all programs and impact activities.
  • Provide overall strategic and technical leadership in the design, development, planning, budgeting and implementation of the OCS, delivering the new Oxfam-Senegal model and bringing key policy vision and policy analysis to the team.
  • Provide strategic interpretation, liaise with key stakeholders in Senegal, and conduct high-level advocacy.
  • Initiate, coordinate and lead the only Oxfam program in Senegal, ensuring it meets OCS’s vision and goals and fosters new ways of working embedded within OCS.
  • Participates in the annual budget process, leads the program budget process, and provides ongoing oversight (management and accountability) of the program budget.

Lead program development and delivery

  • Ensures implementation of state programs with proven impact and accountability on overall program quality and learning outcomes.
  • Coach PQMEL personnel to develop, implement, and embed knowledge management systems that ensure knowledge sharing across programs, other country programs, and networks.
  • Directs program managers and oversees the development of program and project improvement plans to ensure effective and timely implementation of projects and programs.
  • Ensuring that women’s rights are protected and promoted through Oxfam’s work in Senegal
  • Works closely with Finance to contribute to risk management and ensure effective financial and budgetary management of the program in accordance with donor and her OI policies and procedures.
  • Working closely with the Business Development Manager, identify opportunities for funding to ensure the financial sustainability of country programme of Oxfam in Senegal
  • Lead the Advocacy and Campaigns Manager, to foment good practice around power analysis, evidence-based advocacy, public campaigning, effective messaging, risk assessment and ensuring the creation of clear and accessible tools and resources for teams to maximize their program impact through WIN.
  • Oversee the partner portfolio, with specific reference to the identification of strategic partners, and building and maintaining these relationships

Coordination, networking and representation

  • Deputise for the Country Director as required.
  • Representation role with partners and other external stakeholders, adding value in high level representation with CSO, to stimulate strategic partnership from a leadership perspective.
  • Contribute in developing and facilitating links with civil society (including non-implementing partners), the private sector, academic /knowledge institutions and governments.
  • Initiating contacts and building associations that can be used to enhance Oxfam’s work, and identifying key partners to collaborate with on the delivery of the programme.

People Development and Management

  • Ensure team members have access to development opportunities, identify and address competency gaps, and provide ongoing coaching and support to team members.
  • Lead the program team to implement his OCS, provide leadership and guidance, and ensure team leadership is consistent with Oxfam’s human resources policies and procedures.
    HoPI, with support from Human Resources, manages the lifecycle of each employee on the team from hiring to exit, including liaising with Human Resources on issues such as performance management processes and disciplinary matters.
Job requirements

Knowledge

  • Proven expertise in program management
  • Strong analytical and conceptual thinking skills. Able to understand complex problems and translate them into simple, actionable measures and plans
  • Knowledge about development, learning, and development activities and how to build a learning and sharing environment with a strong knowledge management base.
  • He is politically astute and has a good understanding of key external organizations, their operations and decisions, and the state of development in Senegal.
  • A commitment to creating a partner-led operating environment with the ability to develop an internal Oxfam approach focused on nurturing and supporting partner organizations to deliver direct impact and results related to Oxfam’s purpose. knowledge.
  • Knowledge and experience working with donors.

Experience

  • Demonstrated practical experience in development programmes, humanitarian assistance, advocacy and campaigns.
  • Extensive cooperation with Oxfam and other international NGOs
  • Ability to build organizational networks and associations.
  • Experience working with and building partnerships with domestic and international partners.
  • Experience building relationships with donors and developing successful funding proposals.
