Oxfam hiring HR Manager.

Salary: 27 716 736 CFA/year

The Human Resources Team will provide a professional business focussed organisational development and human resource management service, delivering a proactive and solutions-based approach for resolving issues and ensuring that staff are effectively resourced, managed and developed to deliver the organisational strategy.

Job purpose

The HR Manager is responsible for providing strategic input and supporting the Country Director in delivering Oxfam’s Country Strategy and Mission, in line with Oxfam’s People Strategy. With in-depth knowledge of functional HR processes and policies, HR Managers act as custodians of national HR policies and services to ensure that employees across the country have a wide range of skills and skills. Technical

HR Strategy, planning and implementation

  • Advise CD on all questions regarding strategic HR topics.
  • Develop HR country plans. Detailed advice and problem resolution for managers, employees, and HR colleagues on complex and sensitive policy interpretation and procedural issues (including direct her one-on-one case management support to managers) We provide This includes advising managers when personnel decisions need to be made externally.
  • Defined policies and processes.
  • Ensures compliance with policies and procedures consistent with Senegalese labor laws.
  • Aligning the provision of HR support (HR Fundamentals) with management processes to business needs, incorporating best practices and techniques, and ensuring agreed performance levels across all areas of HR processes (Org Chart Management, Workforce Planning),
  • Performance Management and meet legal requirements. , employee relations and labor law, pay and compensation, etc.).
  • Supports employees absorbed into the subsidiary with respect to the systems and procedures required in the country and maintains constant contact with the relevant human resources department. Produces regular human resource management information for CD and senior managers.
  • Manage connections and relationships with all Oxfam’s shared HR services. It works closely with Oxfam Rewards Shared Services and is responsible for the country’s annual income review process.
  • Ensure that staff receive the necessary documentation to work in Senegal in a timely manner, ensuring that appropriate skills and competencies are available to implement the program.
  • Be sure to communicate regularly with your human resources representative or equivalent to collaborate on problem solving.
  • We will monitor your climate and mood and proactively advise and support you on how to progress to CD if necessary. Implement and monitor the standards of the Human Resources support team, particularly in terms of customer service, quality and accuracy (timely payment of salaries, confidentiality and efficient management of medical assistance, etc.).
  • We provide high-quality management reports as needed, including monthly employee planners and change management plans.

Organisational Development and Staff Capacity Building

  •  Strategic Alignment – Proactively identifies HR opportunities to increase and capitalize on Oxfam’s competitive advantage.
  • Strategic Technology and Roadmap – Understand your organization’s HR digital maturity and how technology enables HR activities and strategies, and be actively involved in projects that improve HR efficiency and effectiveness .

  • Strategic Networks – Continuously seek out relevant connections within your organization’s ecosystem and leverage them to address your organization’s needs.

General Organizational Awareness and Learning

  • Stay informed of changing internal and external conditions within your organization that may impact both your HR team and the organization as a whole, and proactively develop proposals to address these conditions and share relevant information with Oxfam. Create ideas and suggestions for integration into your approach.
  • Manage liaison with her HRBP and Oxfam Change Manager (if applicable) in the region as required by the CD.
  • As a member of the regional HR team, you will contribute to the development of the OI HR strategy.
  • Contributes to strategic HR issues within the region as required.

People Development and Management

Job requirements
  • Bachelor’s degree (BA) or degree from a recognized university/college in human resource management, organizational development, social sciences, or other field that can add value to a related position.
  • Human resources experience and supervisory/management experience in recruitment, compensation, employee relations, human resources management, performance management, and talent development in an international NGO.
  • Extensive knowledge and experience in general human resources management and expertise in providing first-class, proactive, business-focused services.
  • Extensive knowledge and experience in organizational development, particularly in capacity building and skills transfer, learning and development, and knowledge management.
  • Experience creating learning and sharing environments. Extensive knowledge and experience in Senegalese labor law and its application.
  • Working knowledge and experience in organizational development practices and methodologies, ranging from organizational diagnosis, design, transformation, and modeling of associated solutions.
  • A commitment to Oxfam’s overall goals and policies, and experience in promoting gender equality and diversity and the interests of marginalized people in all aspects of Oxfam’s work.
